Charleston is probably the most inaccessible place I have been since Ranger school. The entire area is overgrown with brush and mesquite. But, here is the best way to get there: From the parking area for Millville, walk down the railroad tracks northbound for about a 1/2 mile. Where you see a gully/ravine/wash and the bridge, head down the embankment to the river, ford the river, and up the other side. Charleston is there; the pic gives you a good idea of what it looks like now. There is a road on the western side of the bridge over the San Pedro, but I did not follow it as I try to make a rule of not jumping fences and the gate is locked.

It is also accessable from the west bank, but due to thick vegetation it's easier to just ford the river from the east side.

If you proceed further north there are some pictographs.
